Intellectual Property Rights, Endogenous Growth and Welfare in a North-South Model
نویسنده
چکیده
The issue of Intellectual Property Rights (IPRs) in the North-South context has been the subject of some controversy. The question that has been raised is whether a stronger IPR regime is bene ̄cial or harmful for the South. While a stronger IPR enforcement can increase innovation in the North, it reduces the rate of adoption of new technology by the South. This paper attempts to address this issue with the help of a North-South general equilibrium model of endogenous growth. The model is solved numerically for reasonable parameter values. The main result of the paper is that the South always loses (and the North always gains) from a stronger IPR regime. This suggests that in the absence of adequate compensation schemes there will be a genuine con°ict of interest between the North and the South over this issue. I would like to thank Alan Deardor® and Susanto Basu for detailed comments and suggestions. I am also grateful to seminar participants of the Emory Economics department for helpful discussion. While most countries have harmonized intellectual property rights (IPR) legislation, the dispute about the optimal level of IPR-enforcement remains. This paper develops an endogenous growth framework with two open economies satisfying the classical North-South assumptions to study (a) IPR-enforcement in a decentralized game and (b) the desired globally-harmonized IPR-enforcement of the two regi...

What are the effects of strengthening developing countries’ protection for intellectual property rights on economic growth, social welfare and income inequality in the global economy? To analyze this question, we develop a two-country R&D-based growth model with wealth heterogeneity. We find that the North experiences higher growth and welfare at the expense of higher income inequality while th...

This paper develops a model for analyzing the costs and benefits of intellectual property enforcement in LDCs. The North is more productive than the South and is the only source of innovator. There are two types of goods, and each bloc has a comparative advantage in producing a specific type of good. If comparative advantage is strong enough, even under piracy there are goods that the South wil...

In a North-South framework, the Southern government sets the IPR policy strategically by anticipating the Northern firm’s decision on...
